Why does PowerPoint want WMV instead of my MP4?

Only old versions do: PowerPoint 2007 and 2010 on Windows embed WMV natively, while dependable MP4 embedding arrived with Office 2013. If the deck will be opened on modern Office, no conversion is needed — this direction is for presentations that must run on legacy installations.

Does MP4 to WMV conversion lose quality?

Some, yes. H.264 must be fully decoded and re-encoded into the older WMV9 codec, which needs noticeably more bitrate for the same picture. Setting the WMV bitrate to roughly 1.5-2x the MP4's keeps the visible damage minimal.

Will the WMV file be bigger or smaller than the MP4?

Usually bigger at comparable quality, because WMV9 is a less efficient codec than H.264. If you force the same file size instead, expect a visibly softer picture — there is no free lunch converting backward in codec generations.
