Why pick ODT over DOCX for plain text?

Ecosystem and policy: ODT is the native format of LibreOffice and OpenOffice and the mandated format in many public administrations. If your tools are open-source or your documents must be ODF, starting the text off in ODT avoids a later conversion.

Will LibreOffice Writer handle my file's special characters?

Yes, provided the TXT is UTF-8, which covers all scripts. Files saved by older Windows tools in legacy code pages can show wrong accents - re-save the source as UTF-8 if anything looks off after conversion.

Can I go on to make a proper styled document from this?

That is the idea: once in ODT, apply Writer's paragraph styles, add headers and a table of contents, and the former plain text becomes a structured document. Styles-based formatting in Writer also exports cleanly to PDF later.

Plain TXT text gets a LibreOffice-native home once converted to ODT - an open-standard document ready for styling and page layout. For open-source workflows it is the equivalent of moving a note into Word: the words are unchanged, the possibilities around them grow.
