What settings make the MPEG file DVD-compliant?

MPEG-2 program stream, 720x480 at 29.97 fps for NTSC or 720x576 at 25 fps for PAL, video bitrate no higher than 9.8 Mbps, and AC-3 or MP2 audio. A file that meets those specs drops into DVD authoring software without being re-encoded a second time.

Will my 1080p MP4 lose quality as MPEG?

For DVD use, unavoidably: the frame is downscaled to standard definition and re-encoded in a mid-90s codec, so fine detail goes. Viewed on a TV at normal distance the result still looks like a proper DVD — just don't expect the disc to preserve HD sharpness.

Should I target MPEG-1 or MPEG-2?

MPEG-2 in almost every case — it is what DVDs, broadcast systems, and disc authoring tools use. MPEG-1 only matters for Video CD compatibility, where resolution is capped at 352x240/288, roughly VHS quality.
